It definitely is. And as for the person who gave the story a low rating, the thing to remember there is that there is no real reason. If someone can't even be bothered to take the time to say what they didn't like, I'd assume their response was not exactly though-out, and therefore it really doesn't deserve your consideration.
That's a good point about the fandom slowing; I hadn't really noticed it, because I tend to just hang out in this little Ozy-loving corner of it, but now you mention it the volume of posts on watchmen_slash etc. has declined quite a lot.
