The song can be interpreted two ways. First is a double suicide. Second uses water as a metaphor for love.
"The shallow-drowned lose less than we" - those who settle for less than true love (be it friend-love or romantic-love) are not experiencing the "depths" of true human emotion. They have less to lose if they should lose their love, but their experience is richer.
There's an element of disfuction in the relationship, with the singer being lured into the deeper water, not as comfortable there as his partner ("to swim in the same deep water as you is hard") but decides it is worth the risk and the pain to be with the one he loves.
I thnk what seems to be suicide is actually a rejection of the world, aas the singer embraces his partner as his whole world. If that means living together forever, so be it. If that means dying together, so be it.
"in my eyes, your smile the very last thing before I go"
Death is preferable to being alone, if death means being together.
